大家好，我是秋实。
我跟其他选手不一样，他们都是愚蠢的人类，我是处女座。很多人觉得我们处女座有洁癖，爱干净，完全不是这样。干净根本不是我追求的目标，我追求的是无菌。你们可能发现我这个人不太正常啊，接下来我说的内容可能会让你有点不舒服，希望大家有个心理准备。
在现实生活中，我在律师事务所工作，但是我对广播电视这个行业，其实也挺感兴趣。于是我朋友说了，秋实你看你学法律的，你又喜欢电视，要不然你去应聘那种法制节目主持人怎么样。我说对呀，要主持的好，说不定还能跟章子怡处对象呢。
但是大家发现没有，中国的法制节目都特别奇葩。法制节目嘛，你就讲点法律知识嘛，他不。他总要弄些稀奇古怪的案件，然后加一些电视手段，整的神神叨叨的，把那节目拍成这样：寂静的夜，一双黑手伸向了她，这究竟是人性的扭曲，还是道德的沦丧；如花似玉的少女，又是否会惨遭蹂躏与摧残，广告之后精彩继续。精彩继续你个大头鬼呀！什么乱七八糟的。
要不然就加一堆那种声音特效。王翠芬拿起剪刀走到床头，就在这个时候门开了。什么乱七八糟的。吓人道怪的。看个电视能整一身冷汗。
法制节目存在的意义到底是什么？为了吓唬老百姓吗？你看每期节目到了最后主持人在总结这期节目的时候永远就那两句话：一莫伸手，伸手必被捉；第二句，天网恢恢，疏而不漏。什么意思？就是你得守法，不然你就要倒霉。以至于社会上流传这样一种说法，什么是法制，不守法就治你。这不是对于法制的正确理解。因为在一个真正的法制社会当中，不仅公民要守法，政府执法者也要守法。很多朋友可能觉得法律挺可怕的，是吧，你违法，你可能就得坐牢。法律会把你关在笼子里，但是在一个法制社会当中，法律是不应该让人民感到恐惧的，法律才应该被关在笼子里，笼子里面那是法律的禁区，绝对不能碰。笼子外面是自由的世界，我爱怎么折腾你管不着。如果我犯贱，非要把手伸进笼子里，被法律咬掉了，那我活该。但是如果法律敢擅自扩大它的笼子，甚至未经法定程序从笼子里出来。侵犯到了人民自由的生活，那么人民就有权利制裁它，对不对。
普法宣传真的是法治建设当中非常重要的一个环节。但是大家想想，我们的普法教育搞了几十年，我问问大家什么叫做无罪推定，什么叫做一事不再理，什么叫做举证责任倒置，这些最基础浅显的法律知识，全中国十三亿人，有多少人能把它说清楚，我问过我身边很多朋友，他们对于法制的理解，还停留在那八个字：杀人偿命欠债还钱。那都是包青天时期的法律理念啊。弘扬法制精神，传播法律知识，让老百姓懂得如何用法律保护自己，这才是法制节目存在的意义。
中国经济增长的速度全世界第一，但是中国法制建设的速度怎么样呢？我给大家举个例子，早在1987年，就已经有人大代表提出了官员财产公开的议案。官员财产公开法，在1994年就已经列入了全国人大的立法规划，到今年已经整整二十年了。二十年哪！抗日战争解放战争朝鲜战争都打完了，这部法律还没有通过。到底是谁在阻止官员财产公开法的？全世界137个国家和地区，实施了官员财产公开制度，我们却没有。
但是朋友们，谁说我们不能改变呢。中国法制建设取得的成就，也是有目共睹的，正是因为中国法律人的努力，才保证了我们在国际贸易上的利益；正是因为中国法律人的坚守，才让那些冤假错案得以沉冤昭雪；正是因为中国法律人、中国政府和广大人民群众共同的努力，才让我们在这场反腐败战役当中，取得了如此显赫的成绩。建设一个法制中国，应该是我们每一个手持中华人民共和国身份证的中国人所必须履行的义务。因为，在一个法制精神没有得到彰显的社会当中，没有任何一个人是安全的，面对不公平，不正义，今天你没有胆量站出来，明天你根本站不出来。
